mb_substr( string $string , integer $start , integer $length = null , string $encoding = null )

`string`	`$string`	The string being checked.
`integer`	`$start`	The first position used in $string.
`integer`	`$length = null`	The maximum length of the returned string.
`string`	`$encoding = null`	Character encoding name to use. If it is omitted, internal character encoding is used.

string The portion of $string specified by the $string and $length parameters.
